Board of Tax Assessors

Under the Georgia Revenue Codes, the Board of Tax Assessors is responsible for appraising and assessing all residential, commercial, and personal property in the county for the purpose of producing an acceptable annual property tax digest. Property is appraised at fair market value then assessed at 40 percent of that value.

The Board of Tax Assessors was established in 1913 by Georgia law (Ga. Code 48-5-290). It consists of three to five members appointed by the County Governing Authority. Haralson County has a three-member board.

The Assessors are charged with establishing the fair market value of the taxable real and personal properties in Haralson County. Fair market value means "the amount a knowledgeable buyer would pay for the property and a willing seller would accept for the property at an arm's length, bona fide sale." The Board of Assessors does not create property values. Assessors and appraisers merely interpret what is happening in the market place. The appraised value is the estimate of what the property is worth.

The County Board of Tax Assessors, appointed for fixed terms by the county commissioners, notifies taxpayers when changes are made to the value of the property; receive and review all appeals filed; and insures that the appeal process proceeds properly. In addition, the appraisal staff coordinates the specialized assessment programs offered by the state and homestead exemptions applications are filed here.

Functions

  • Maintain all public records for all real and personal property for tax purposes
  • Provide a location sheet for a building permit on new construction
  • Maintain all records of transfer of property owners
  • Manage applications for homestead exemption (regular, senior, disabled veterans, survivors of disabled veterans, surviving spouse of U.S service member killed in action, or surviving spouse of a peace officer or firefighter killed in the line of duty)
  • Handle all applications for Conservation Use, FLPA, and Historic Properties through the Specialized Assessment Department
  • Maintain a database of all timber harvested properties
  • Provide a listing of recent property sales
  • Investigate savings given by specialized assessments and homestead exemptions
  • Assess property value appeals
  • Collect and maintain parcel data for accurate GIS mapping

Notice

In accordance with O.C.G.A. 48-5-264.1, please be advised that the Haralson County Appraisal Staff may be visiting your property to review your parcel information concerning an appeal filed, return filed, construction of new improvement or addition, review of parcel, conservation use application and/or review and verification of personal property. The field appraiser from this office will have photo identification and will be driving a marked county vehicle. If you have any further questions, please call 770-646-2022.

Public Notice

The Haralson County Assessor's Office is responsible for setting the values of all properties in the county. Value is based on a number of factors including current real estate market conditons. Just because values have increased, it does not necessarily mean that taxes will increase. The Notice of Assessments mailed out on June 26th, 2023 reflect last year's millage rate. This year's millage rate has not been set yet.

The millage rate is determined and set by the Haralson County Board of Commissioners, the Haralson County School Board, the Bremen City School Board, and the local cities. In addition, Governor Brian Kemp and the Georgia Legislature will be providing a Tax Relief Grant for 2023 for properties with a homestead exemption. This should reduce the actual tax bill. This is not reflected in the Notice of Assessment.

If you disagree with the value assessed on your property, you have until August 10th, 2023 to file an appeal with Haralson County Assessor's Office.
