Low Income Housing

Public housing was established through the U.S. Housing Act of 1937 to provide decent and safe rental housing for eligible low-income families, the elderly, and persons with disabilities. Public housing comes in all sizes and types, from scattered single family houses to high-rise apartments for elderly families. Three housing authorities serve residents of Haralson County and all three oversee both public housing and voucher programs, if available.

If you need public housing assistance or would like specific information about public housing programs such as housing choice vouchers, please contact the appropriate Housing Authority (HA) using the information provided in the column at right. Be sure to include these documents with your application: birth certificates, social security cards, proof of all income, and photo IDs for all adult household members.

The Bremen Housing Authority owns and manages 80 units; Buchanan Housing Authority owns and manages 46 units; and the Tallapoosa Housing Authority owns and manages 211 apartments from efficiency apartments to four bedroom apartments. Affordable housing is defined as rental or owner-occupied housing that costs at or less than 30 percent of one's gross income. Subsidized housing means a residence for which the federal government assists in paying. It can either be all or a portion of the monthly payment, depending on the person's income.

More than two million people live in Public Housing in the United States. The U.S. Department of Housing and Urban Development (HUD) administers Federal aid to local HAs to provide housing for low income residents at rents they can afford. HUD furnishes technical and professional assistance in planning, developing and managing these developments.

Section 8 Housing

The Section 8 Housing Choice Voucher program allows you to choose your own rental unit anywhere. The landlord must agree to be a participant in the program and sign a contract with the Housing Authority. The rental unit must then pass a Housing Authority inspection, and the Housing Authority must approve the rent charged by the landlord as a reasonable rent.

There are two types of Section 8 assistance available - tenant-based and project-based. A tenant-based Section 8 voucher can be transferred from one rental unit to another if the tenant chooses to move and follows the proper procedures outlined by the Housing Authority. A project-based Section 8 voucher is linked to a specific housing project (development) and remains with the project (development?) rather than transferring with a tenant who chooses to move outside of the project.

The HAs determine income eligibility for a family. Families select and rent units that meet program housing quality standards. If the Housing Authority approves a family’s unit, the Housing Authority will contract with the owner to make rent subsidy payments on behalf of the family. The Housing Authority may not approve a unit unless the rents are reasonable.

Housing for Veterans

The Haralson County Veterans Affairs Department provides services to veterans, including Armed Forces veterans and Reserve veterans. The VA also provides housing assistance to veterans who meet the eligibility requirements, as one of the VA programs for at-risk veterans in Haralson County, Georgia. Veterans can receive housing benefits through collaborations between local Haralson County Housing Authorities and the VA, particularly for homeless veterans. The VA also leases land and buildings for veteran housing programs.
